Simulations to Analyze Cellular Voting Systems for Side Effects of Democratic Redistricting
نویسنده
چکیده
Motivated by the problem of partisan gerrymandering, we introduce an electoral system for a representative democracy called democratic cellular voting designed to make modern packing and cracking strategies irrelevant by allowing districts to be influenced directly by voters through elections. We introduce an example of a democratic cellular voting system, called CV0, that is suitable for dynamic modelling. We develop a modification of the theory of discrete Markov chains using the algebraic structure of the semiring [0,∞], which is used as a space of correlation coefficients. We use this to measure voter preferences and model representatives, voters, and districts in computationally feasible models with a guarantee of long-term stability. NOTE: this is a preliminary version of this paper. The results of the simulations are still pending.

The Effects of Redistricting on Incumbents1
We analyze the effects of redistricting on the electoral fortunes of incumbent legislators, using voting data on U.S. congressional districts, state legislative districts, and statewide races. We find little evidence that redistricting helps incumbents in U.S. legislative elections. If anything, redrawing district lines reduces the average vote margin of those in districted offices compared wit...
متن کاملEstimating the Electoral Consequences of Legislative Redistricting
We analyze the effects of redistricting as revealed in the votes received by the Democratic and Republican candidates for state legislature. We develop measures of partisan bias and the responsiveness of the composition of the legislature to changes in statewide votes. Our statistical model incorporates a mixed hierarchical Bayesian and non-Bayesian estimation, requiring simulation along the li...
متن کامل1 Public Participation GIS : The Case of Redistricting
Recent technological advances have enabled greater public participation and transparency in the United States redistricting process. We review these advances, with particular attention to activities involving open-source redistricting software. Representative democracy functions through elections whereby citizens elect officials to deliberate, develop policies, and choose among competing public...
متن کاملTransparency and e-Voting: Democratic vs. Commercial Interests
Electronic voting systems are being introduced, and have been introduced, in many countries for a variety of reasons. The introduction of computers into the electoral process can offer several advantages. Among other things it can speed up the process of calculating results, can help voters avoid accidentally spoiling their vote, and can allow voters with special needs to vote in private. Often...
متن کاملVoting Algorithm Based on Adaptive Neuro Fuzzy Inference System for Fault Tolerant Systems
some applications are critical and must designed Fault Tolerant System. Usually Voting Algorithm is one of the principle elements of a Fault Tolerant System. Two kinds of voting algorithm are used in most applications, they are majority voting algorithm and weighted average algorithm these algorithms have some problems. Majority confronts with the problem of threshold limits and voter of weight...
